Organised by Singapore’s Ministry of Defence (MINDEF) and Enterprise Singapore, the Defence Innovation Challenge 2022 supports Singapore’s growth as a hub for the global innovation ecosystem and offers product innovation and commercialisation opportunities to innovative solution providers.
MINDEF and the Singapore Armed Forces (SAF) are harnessing new technologies and looking for new solutions to enhance organisational effectiveness and create a safer and smarter working environment, through wide-ranging challenge statements. We invite startups and SMEs with cutting-edge technologies to showcase their capabilities and contribute to the growth of dual-use innovation applicable to both defence and commercial spheres.
Innovation opportunities cover dual-use technologies such as artificial intelligence and robotics, which can be applied and scaled to commercial industries such as construction, real estate and commercial aerospace sectors.

Challenge Statements
How might we enable hands-free command and control of commercial drones to allow the designated operator to perform other tasks simultaneously?
How might we leverage technologies, such as AI, to detect unsafe actions in a vehicle repair workshop, in order to prevent accidents?
How might we clean, categorise and analyse structured and unstructured data with minimal man-in-the-loop (manual work), in order to gain useful insights?

- Singapore startups and SMEs are eligible to apply.
- For startups and SMEs not registered in Singapore, you will be required to do so as part of the grant conditions. You will also be required to conduct project development activities in Singapore or show that your company has been engaging in substantial innovation and business activities in Singapore.
Public researcher(s) can participate by either:
- Registering a new spin-off that has the commitment to license the technology, led by a committed, balanced and capable team; OR
- Contributing to a joint submission with industry partners.
(Note that the industry partner would lead the proposal submission and commercialise the solution.)
Winners of each challenge statement will stand to receive a grant to support the pilot. Funding quantum varies for each challenge statement, please refer to individual challenge statements for more details.

You are free to submit proposals for as many challenge statements as you wish. However, we would strongly encourage you to focus on the challenge statement that you have a competitive edge in.
- Applications will open from 25 October 2022 to 31 January 2023.
- For applications received before the submission deadline, you will have the opportunity to receive feedback on your proposal(s) from the Challenge Statement Owners.

All submissions will assessed based on the following criteria:
- Technical feasibility and novelty (20%)
- Business and adoption feasibility (20%)
- Impact (20%)
- Ability to successfully execute the project (20%)
- Clarity and comprehensiveness of the proposal (20%)
All background intellectual property (IP) rights are owned by creators. Any commercialisation of IP generated during this challenge shall be negotiated separately between the participants and respective challenge sponsors. For more information, please refer to the terms and conditions.
- The protection of intellectual property rights in the submitted solution is the sole responsibility of the applicant. Once the solution is submitted and selected for trial with the challenge sponsor, there will be a private agreement between the challenge sponsor and applicant.
- Enterprise Singapore (ESG) would not request for a stake in the IPs developed. If you would like to share intellectual property rights which may contribute to the value proposition of the solution, it will be advisable to consider getting appropriate legal advice prior to making any disclosures to the organisers.
We respect that the information provided by companies in the proposals could be sensitive and will be handled with care. However, we do not advise companies to submit information that is deemed confidential. The companies should not disclose any information relating to the provisional patent until after it has been filed. Despite that, it is advisable that companies exercise caution in disclosing only necessary information for the purpose of submitting their proposal. This is because there is no assurance that companies’ concept after converting to a patent application would be granted eventually to offer the needed protection, especially if what was filed is just an idea/concept. Therefore, we suggest that companies either approach IPOS or engage a patent attorney for professional advice.
